Been 'Restarting' for ages!

So I was prompted to update to windows 10 so I click start or whatever it said and my laptop begins restarting, however it has been on the restarting screen for over an hour now.

Has anyone else been getting this problem?

The fix there involves BIOS changes, so it would depend entirely on what type of laptop you were having the issue on.
