Any help would be appreciated, basically I haven't had any idea what to do for a major in college. I have become increasingly interested in programming etc..., I've read all kinds of stuff about but I know that hands on work will teach me the most. I currently don't have a computer and it would be appreciated if you could give me a build based on programming and minor gaming. Plus any kind of software's that would pertain to programming. Again, thank you.

You don't need to spend a ton of money on an expensive computer to learn how to program. Whatever computer you're using will be fine. The build above is too much for "minor" gaming.
