Best €650 Build?

I currently have 3 builds in thought. My budget is €650,-. from the Netherlands.
All prices are from a dutch webstore i buy from.

Will be used for gaming, heaviest games would be:
Dying Light
The Division

I have seen reviews of the i5-4460 compared with the i3-4160. Everyone says the i3 is much better Price/Performance ratio, having performance close to the i5. Buying an i3 will leave me with enough money to pair it with an SSD or R9 280

FX would be mainly because of the 8 Cores, with games utilizing more cores, would this perform better?

The FX-8320 build is actually with Gelid Tranquillo Rev.2 ( it was not available to pick on partpicker).
The Tranquillo Rev.2 is 2-3 degrees cooler and quieter then the Hyper 212 EVO.
FX-8320 will by mildly overclocked too 3.8Ghz

Solution
The i5 build would be the one to go with. The SSD is nice for fast boot times and an overall snappy system, but it does nothing to help your FPS in games. The i5 cores are much faster than the AMD FX cores. The systems all use the same GPU, so the i5 build is certainly the one I would pick for a gaming system out of the three options.
