Best $1,000.00 Gaming PC August 2018?

I am looking to get more into PC gaming as the prices of GPU's have been recently decreasing for many reasons. My budget would be around $1,000 and would LOVE a white and black them but I could take it or leave it. My favorite case aesthetic wise is the NZXT h400 or the Aerocool cylon. My use of this PC would be for OBS (Open Broadcast Software) for recording YouTube videos. If you have any suggestions I would appreciate them.
