Best 18650 batteries for a l.t. Li-ON pack re-cell?

General inquries to google and the like annoyingly lead inevitably to a small community of people using 18650s for a seemingly bulky and impractical way to smoke.

So, anyone here familiar with the different makes, max MaH capacities etc of 18650 Lithium ion cells these days?
