I'm thinking either Ryzen 5 3600 or 1660ti. thoughtts? Im running 1440p at 144hz and sometimes i can feel the limited vram on my rx580...

For sure slap in the 3600. Then sell your RAM and get faster RAM, maybe 3600MHz. If you want to keep the RAM then sell the GPU and get a rx590.

EDIT- Even consider getting the ryzen 2600. It's still a big jump from 1400, and it'll save you a lot of money.

ryzen 7 2700 for $170
rtx 2070 for $370
still waiting on the 2070 in the mail, should be here this week.
