Best 2nd gen i5 gaming rig?

I'm planning i5 2nd gen gaming desktop.
i want low latency hardware & z68 chipset
Can u suggest me best mobo less than or equal 180$ & ddr3 memory modules under 140$, which is d best gpu at range "100$-200$" 'nvidia' or 'ati' for real time gaming, i mean it should'nt lag during gameplay. Ive seen nvidia gpus giving interrupted framerates but atis were giving nearly constant framerates in nfs hot pursuit 2010 i dont want extra tessellation or physx effects so please help me out for best config
