Best 4k tv with low(ish) response time

I really don't have the money (nor do I want to) to buy triple monitors, so I was wondering what the best 4k tv for my budget ($700) would be.

I would also prefer that it has a relatively low response time

Yea, response time is to do with the panel and how quickly it can change its pixel to one colour value to another.

Input lag is harder to distinguish because no manufacturer actually list how quickly a TV can process signals coming in via the AV inputs to screen - that's where the majority of input lag comes from. Can turn off post processing/image enhancements (known as game mode) so the input signals don't get pin balled around so much and just hurry up and get on screen so to speak. Its common for TVs to have this mode.

Need to have some faith in people and reviews i think.
 
Do you need to receive TV signals, or do you just want a pc monitor?
How large does this need to be?
A high refresh rate on a 4k monitor is academic. It takes lots of gpu grunt to be able to sustain 60hz.
You also need hdmi 2.0 or displayport on both the graphics card and the monitor to be able to get 60hz with full chroma.
Few tv's can do that.

I need it to be 40 inches max, and all the other things are covered.
 

At 40", I can personally recommend the 40" Philips BDM4065UC, but it will slightly exceed your budget.
