You can do much better for the money.
You can OC the 1400 a little bit safely and easily to 1500X levels without adjusting voltage generally as well.

yup^ though I would try to get 2x4gb ram instead of 1x8.

@Conman, upper build is nice but I would really up your budget to 650$ and add in a 120gb ssd for windows.

Nope, 1x8GB in this case is better simply because you can't get a decent value 2x4GB kit with high frequency modules which Ryzen scales pretty well off.

Won't 2x4 2666 outperform 1x8 2800 in games? I read that for example Battlefield 1 does better with dual channel ram, but not sure how ryzen acts on that part.

There was no kit above 2400MHz in dual channel at the time of posting, there's now a 3000MHz kit available so that's been subbed in.
