Best $795 pc build?

Hey guys. Im just a kid and this is my second PC build. I have exactly $795 saved up and i want a build to play most games 60 fps ultra. I already have a build thought out but im a little bit split on if i should go
i3 + 970
i5 + r9 280

or something completely different. Whats a really god build for $795 INCLUDING THE OS. YES INCLUDING THE OS. Thanks guys.

Here is an AMD based build http://pcpartpicker.com/p/YtK6yc. Over budget but if shop smart and look for sales you'll be able to get back under budget or simply downgrade one of the parts or switch them out.
