Best $80 and below GPU?

I've been thinking about building a more basic PC after my main one is built. But I don't know what the best GPU is to get that's $80 or below. Now I'm willing at the very max to spend $90 but would rather spend $85 or under for a GPU. The build as I said above is gonna be a more basic build but a kinda decent gaming build but nothing fancy. I'm trying to see if I can build a budget PC for around $500 and have already found some parts so far. I'm not planning on playing crazy good graphics so something decent for cs go or something may be fine. I also don't mind playing at lower settings so just a good gaming card for a budget. Thanks

Wow can't believe u guys replied so quickly and for iknowhowtofixit I live in the US I have a bootable USB so the os isn't a problem and I have a USB mouse and keyboard and a monitor so I fine with those. Thanks for the help guys!
 
To be honest for a 750 card and a refurbished one from newegg.

I would at least take a look on ebay for something like a second hand 7970 card in good working condition.

You can pick a 7970 card up for around the price you are looking at Metalmario66.

Most sell for around the $85 to $95 mark second hand.

And to be honest providing you have at least a power supply in your system that can provide 550W up to 600w.
That is at least ATX 2.1 compliant. with a eight pin 12v Pci-e power connector and a Six pin also on the Psu.

If your willing to do this.
You will get a far better capable card of playing 2015 to 2016 game titles with medium to high game graphics settings at a maximum of 1080p screen resolution.

Last time on ebay i managed to get one in fully working condition with no faults for around £55 Metalmario66 as the winning bid.

Anyway i just thought I would throw that in as an option or something to consider with a limited budget.

Thanks for the answer I may consider this but I'll be using my main build for most of my PC gaming. I'm just looking for a card on a budget, not a extreme card, although that would be nice. Also if a card happens to be like $110 but has a rebate which brings it down to $90 then I'll pay extra since I can get it back with a rebate.

Ok thanks. Yeah I was planning on using a older quad CPU anyway plus I was probs. gonna just OC it so it would be a little better. Wanting to use a mini itx mobo since they're smaller and I may or may not use the 380X, I guess it just depends. But yeah I'll take a look around, also if happen to know of a good itx mobo that can OC to at least average then let me know. Thanks

U think a hyper 212 evo would be a decent cooler for a mild to average oc on a itx?

Would this cooler be fine for a itx case? http://pcpartpicker.com/product/vfw323/cooler-master-cpu-cooler-rrgmm416pkr2 this is a build I may do if everything will work http://pcpartpicker.com/list/JwcHzM the apex Ml-110 comes with a 250W power supply but it's probably not a great one though. Should I just go 300W or maybe a little more if I ever add a gpu later?

What wattage power supply should I get? I'm thinking 300W but maybe 200W but I'm not sure. I do have 2 old windows xp computers so I could probs. just use one of them since they haven't died yet.

I probably will unless I find a better card for only a little more. I heard the 750 ti was the least u could go with for playing most modern games now but that's fine with me since I don't mind playing on low settings.
