What's the best 80mm blue led case fan under 5$

From my experience, 80mm fans are not particularly great to begin with and tend to be a bit noisier than a 120mm fan. Bearing that in mind, I reckon you should try and find a few more bucks and get something like the Noctua NF-R8 80mm case fan.

Don't bother with LEDs, you can just buy a blue LED strip and put it in your case if you want

For quiet, as well as fast, go for the Rosewill on there. Beware it has a sleeve bearing though, which won't last as long as Hydraulic, SSO, Ball, etc.
