I do have a GT 710 and thats the reason I want to upgrade, but I have the answer. An 8X PCIE graphics card for gaming right now is maybe not for me, so I plan on upgrading to a new motherboard and using a Intel Pentium G4560, 8GB DDR3 RAM, and a USED GTX 660. Firstly I need a new PSU, gonna go with an EVGA 450W. Should do me fine, can not wait for christmas because this will all happen (hopefully).
The "best" x8 GPU.... would still be the best GPU out there - 1080TI or TitanX(p)
Cards intended for x16 operation, can still function at x8 (and, for that matter, x4 - albeit likely with some performance hits).

Obviously those aren't really fit for purpose in your setup (300W, likely OEM PSU + C2D).

Realistically, a GT 710 is probably a fairly appropriate pairing for that hardware. There's nothing "new" you're going to get, within budget that's likely to net any noticeable gains to justify the outlay.

You might be able to find a GTX 750, or a DDR5 GT 740 within budget (used).... which would be a decent 'boost' vs the 710..... but when paired with a C2De8400, just make sure your expectations are reasonable.
