Question Best aircooler for i7-13700k?

The d15 is a larger cooler with larger fans it will provide better cooling. Most the problem with air coolers is will it fit both in your case and clear your memory and other parts of the motherboard
If they are the same price then you will get better cooling with the d15.

My case will be fractal torrent compact so from what I have read in the specs clearance is enough even for d15!

The NH-D15 is a bit wide and some motherboards place the pcie slot too close to the cpu.

If you have tall ram heat sinks, there may also be an impact.
The NH-U12A would be the safer bet.
Equally safe would be the NH-D15s.

Motherboard will either be strix z790 or z790 Aorus Master, it seems that noctua has not released z790 compatibility yet.

Z790 uses the same socket as Z690, or are you talking in regards to clearing VRM heatsinks? I know that can be an issue with some of the big Noctua's.

To my knowledge, Noctua does not have any problems with vrm's
The situation with wide coolers like the NH-D15 is that some motherboards place the first X16 slot a bit too close to the cpu socket.
There is not a standard so far as I know.
A graphics card with a thick backplate can touch or impact the NH-D15.
The NH-D15s was developed as a high compatibility alternative.
It is offset to clear the first x16 slot.
It also handles tall ram heat spreaders and it is a bit shorter at 160mm vs. 165mm.
