Best already overclocked graphics card

I am about to build out my new computer. I am looking for a already overclocked graphics card, because I do not feel comfortable overclocking myself. My max is about $400, I will be adding a 2nd one down the road.

The other cards i would recommend are Sapphire's HD 7950 Vapor-X comes with a large dual-fan cooler that uses the company's famous vapor-chamber technology.
