While we certainly want questions marked solved so that people seeking answers can find them faster and easier at the same time we don't always get the best answer as the best answer. For example. A while ago someone inadvertently formated their whole drive and wanted advice on how t get data back. The best answer marked was that once the drive is reformatted your data is gone. NOT TRUE. The OP has done a disservice to future readers who see that and think it's correct. Perhaps a peer review system where it requires two or three readers to mark a response best answer and solved. don't even need the OP to be one of them.
 
Many threads already don't get a best answer marked, even when there is an obvious one. Making it harder or more thoroughly checked would just lead to fewer BAs.

While the example you gave is wrong in that you can get data off a formatted drive, a question does need to be asked about whether something should be marked as a BA if it doesn't fix the OP's issue, even if it's entirely correct and explains why.

Nobody wants to be told that their data is gone forever (let's assume the person actually wiped the drive in that case), but if their issue can't be fixed, saying so deserves a Best Answer in my opinion.
