Best Bang-For-Your-Buck 3D Rendering Computer?

Hello, I have been looking at getting a better computer for years now, and finally have what I think could be enough to get a decent computer (Better than the one I currently have). I'm looking at the Bang-for-the-buck factor but need it to be geared toward Cinema 4D rendering and Adobe After Effects rendering. That means I need
-A strong (ish) graphics card with as much as possible CUDA cores for render accelerating like Octane Render and V-Ray.
-A strong processor for After Effects rendering
-Motherboard with room for sound card and possible dual graphics cards, needs to have support for 32 GB ram
-At least 8 GB of RAM for games
-Processor able to play games at at least medium-low (Games like Call of duty: AW Newest battlefield games and some other FPS games.

My current setup is as follows (Beware its from 2007)
-AMD Athlon 64 3200+ Single Core
-NVIDIA GeForce 8400 GS
-MSI Mobo (I don't know what this is)
-4 GB 4x1GB RAM (Some slow old DDR2)
-500 Watt PSU

So what I need is included in my budget:
-CPU
-Graphics Card
-Motherboard
-RAM

And what I need not included in my budget:
-Power supply (Only if I need a bigger capacity with your build
-SSD
-Case

My budget is $850 CAD Please help me out with a build.

what make/model is your current power supply? Do you really feel comfortable running with a 8-year old power supply or do you just not care that it may give out and may have issues with quality after all this time?

Not including an SSD is short-sighted, as using it for storage considerably speeds up the I/O bound components of your processes.

i won't call it a build because some of the parts just don't exist in the retail market. yet.

skylake combo -

cpu - intel xeon (skylake) E3 1220-1241 V5 (whichever fits budget) or i7 6700k if xeons are too late (if you can get to a microcenter (for u.s.) you can buy and pick up most of these cpus at a much cheaper price from that of online shops).
mobo - asus z170 WS or z170-PRO or a midrange z170 mobo or gigabyte g1 gaming z170
ram - a validated (i.e. on the QVL) g.skill 16-32 GB (4x 4GB or 2x 8GB or 4x 8GB) DDR4 2133 kit
gfx card - evga gtx 960-970/asus turbo/gigabyte turbo (blower type)

you will certainly need a good psu to run these (if you don't have one already. recycled, old ones won't cut it.)
so, psu- seasonic s12g 550-650 whichever is cheaper at the time of purchase.

SSD - samsung evo, crucial bx 100 250-500 GB

optional, cpu HSF - cryorig H7 or noctua nh u12s or cm hyper 212x (whichever is cheaper and compatible with case and mobo) in case the cpus have inadequate cooler. an aftermarket one will deliver better perf either way, so it's usually preferable.

haswell-e combo
cpu - intel core i7 5820K
mobo - msi x99s/sli
ram - QVL DDR4 quad channel kit 16-32 GB from g.skill, corsair, kingston etc.
cooler - same as above, since -e cpus don't come with a good one.
rest of the parts same as above.

parts recommendations are based on price.

skylake will launch this month, i5 6600k and i7 6700k will launch first. the lga 1151 xeons are sure to follow soon.

Hello, I have a fairly new PSU, 2013 Corsair 500 Watt. I do feel comfortable for keeping it until some time in september and then upgrading it to a 750 Watt PSU. I am planning to purchase a computer on August 23rd (ish)

my reply seems vague because i can't confirm the performance of skylake cpus nor the ram-cpu-mobo compatibility. this is why i posted it as a parts list.
the second set of parts (core i7 5830k and others) should work together.
