Best budget 1080p Gaming Build?

I am currently picking out the parts for my second gaming PC. This one will be used solely for 1080p Gaming, and web browsing. Though my budget is currently unknown, I am trying to keep it as CHEAP as possible, since I will have to also add another $300 for OS & 144hz monitor. So keeping it as cheap as I can is a priority, as well as getting the best bang for my buck & best 1080p gaming performance. I just wanted feedback & advice. I have no plans to upgrade this, as I will be using it until next summer then selling it or giving it to my little brother. Any ways I can improve this build without it going over $700 would be highly appreciated, thank you. (The case has already been purchased)

If it's just for 1080p then an i3 and GTX 970 should be plenty
