Best Budget 1080p Monitor

Hey everyone, I am looking for the best 1080p monitor that fits my budget.

Budget: $150 (or less)
Specifications:
- 1080p
- 24" Display
- 1920x1080
If the display is an IPS Panel, even better.

I did a lot of searching around, and there are a lot of monitors for sale, and I couldn't choose one, so I'm coming here to get the opinions of the community.

Still haven't made up my mind about the monitor, since you've brought this issue up.
I just need a simple working monitor without any wonky issues, such as a "power cycling issue".
This is mainly going to be used for gaming with the programming and graphics design work on the side.
 
I run a shop and sell quite a few of these monitors, haven't had any come back from memory, and I can't seem to find anything about this online, can you link a source for me @raisonjohn?
Dell usually make very good quality monitors.

Here are some of the issues/complaints I found (among others) on both the SE2416H and the SE2416HX versions. The complaints on the SE2416H, the older version, are mostly on the unit's distorted color, lines appearing and some power cycling (on/off) issues. The SE2416HX, the newer version, have the most complaints regarding the power cycling issue:

It's a good monitor though (if you get a good unit).
