Well out of the cards you mentioned of course the 1070 is the best but is the most expensive. I wouldnt look at a r9 390 anymore as the RX 480 is a much better choice.
You are looking at cards from 2 different price and performance brackets.
It would be between the RX 480 and GTX 1060 for easy 60-80fps high to ultra every game. Theres a whole heap of discussion between these 2 cards basically everywhere.
Or the GTX 1070 or 980ti if you want 100fps + Ultra and can be used for 1440p 60fps however these certainly are not budget cards haha.
The RX 480 and 1060 are your best bang for buck cards out before going lower into your more budget stuff which wont give the performance you want.
I have installed several RX-480 8 GB cards as upgrades with great success. One of the installations runs a 2560 x 1080 gaming monitor at max game settings. Have not confirmed it always runs 75 -120 fps but would not be surprised.

If you want the best performance from your options that you listed then the GTX 1070 is your best bet (the card I currently use and love). I'm also assuming your monitor doesn't have Freesync or G-sync because if it does then that will narrow your decision quickly.
