Best Budget for Building a Gaming PC?

I've got a good amount of money saved up towards my new pc, but I'm not quite sure how much to spend. I don't want to spend so little that the new computer just sucks, yet I don't want to spend so much where it performs the same as a $1,000 gaming pc. So, in your opinion, what's the best bang-for-your-buck budget? (Currency doesn't matter. I can easily convert it.)

I think you can get a i7 4770k/4790k if you choose other components, without being cheap in others.
