Question Best Budget Graphics Card? (first build)

I have a Ryzen 5 3600x CPU with a B550M Pro-VDH Wifi motherboard. I plan on using my pc mainly for office use, photoshop, using adobe softwares, and video editing. Maybe some light gaming here and there. If I edit videos in 4k, which would be the best budget graphics card I can obtain? I've been told to go for the gtx 1660 super but it's pretty expensive ($230) and I plan on keeping my budget for a graphics card around $150-180.

Should I go for a radeon rx 580? Or probably a gtx 1650 super?

Either of those would be my choice at that price range. I've been experimenting a bit with the RX 5500 XT lately. I think it is an underestimated card. Seems to be every bit as fast as the RX 580, but uses less power, stays cooler. Maybe another option?
