Question Best budget Graphics card under $100

I am planning a upgrade from GT 1030 that i got back when gpu's were expensive due to mining, now the prices are down and i want to upgrade my graphics card as the GT 1030 is performing badly.

I looked at options under $100 and found some options with decent performance for around $100

There is a RX470 8gb on eBay for $100 and RX570 4GB for around $90 but idk if any major performance difference with 8gb vram vs 4gb

As well as an R9 390 8gb for $109

along with cheaper R9 380x 4gb for around $70

I also considered nvidia but they have less performance for around same prices and also i have AMD freesync monitor

There is a GTX 960 4Gb for about $70 but it has worse performance than r9 380x


My current system spec for pair with new graphics card
i5-6500
16GB DDR3L
Asus b150 plus d3 mobo
GT 1030


I might also plan to upgrade to ryzen 5 3600 or 2600 because the 4 core 4 thread i5 is struggling when I render 3d and process videos
But now I am focusing on graphics card because I will be upgrading graphics first as I can barely play any games without super lag
But my questions are:

Which GPU do you recommend I get?
which graphics card is best for pairing with future ryzen or intel cpu without bottleneck?
and is there any major difference from 8gb and 4gb vram
Can my 500w psu handle the high power 390 and 380x

You may want to just build a new system as eBay GPUs can sometimes be Chinese ripoffs and if you are going to a Ryzen you may want to just get a little more expensive GPU

If you were getting the RX 580 I would recommend the 8GB, but I think there is a difference in only a few games between the RX 570 4GB vs. 8 GB. With the newer cards you are more likely to get updates.
