Best Budget Monitor

Basically i'm looking for the best 22inch - 27inch monitor. Widesceen ,under 5ms response time, 1980 x 1080 res.

What type of panel do you want, a faster TN or a better looking IPS? I have used a ton of different monitors over the years and there weren't any I didn't really like. Right now, I use triple AOC 23" IPS 60hz 1080p screens. The reason being their thin bezel for Nvidia Surround. Cheap and cheerful and despite some poor reviews on Newegg, its a decent budget LCD.
