im using dual channel (2x4gb 1600mhz) for my amd a8 7600 but i cant play nba2k16 properly, in a game i cant see the players, so what do you think is the best budget and presentable gpu for this kind of problem thank you

All modern graphic cards are PCIe 3.0, also they are backward compatible with earlier generations. So not only are you running the latest generation PCIe, but it wouldn't make any difference anyway.

A make and model would be nice. The RX 460 doesn't use much power, so if that 550w PSU of yours can deliver even 300w you'll be fine.
Some info about Amps on the +12V rail(s) would also be nice,or what connecions it has=how many sata,how many pcie etc.
For a RX460 would it probably hold up,but it being Korean generic doesn't make me feel good.

To minimize potential PSU problems, like needing to buy a new one, you might focus on videocards that do not require even one 6 pin power connector. The Nvidia 750 ti 2gb videocard would fit this need, and it should handle that game fine. I believe Asus offer an Nvidia GTX 950 that does not require a power connector, but I don't know if it's worth the extra cost for the performance.

Between the two, the i5 4460 (no such thing as a 4660) is the better cpu. However, for the rx460, you would be just fine with the a8 7600. So depending on price, the i5 is better, especially at single thread performance (which many older games use), but the a8 7600 would be well matched to an rx460.
