[SOLVED] Best budget quiet CPU cooler for non overclocked R5 1400

I've had my gaming PC for about 1,5 years now and I've noticed that the Wraith Stealth has got louder over time (btw I do clean my pc). Especially on startup for the first few seconds it almost sounds like my ps4. I can clearly hear it over the 5 case fans when the CPU is idling at around 42°C. I haven't overclocked the Ryzen 5 1400 and I'm not planning to. https://pcpartpicker.com/list/vZTsx6
I'd like to get the quietest active cooler for under 50 euros. I'm considering getting Be quiet! PURE ROCK https://www.bequiet.com/en/cpucooler/532 I've read reviews that it's pretty quiet. It should fit in my case but I haven't checked it yet. Or maybe Be quiet SHADOW ROCK SLIM. Are there any other CPU coolers you would recommend?

Bonus question - Will I be fine with the preapplied thermal paste on the cooler I get or should I put my own Noctua NT-H1?

That cooler is over kill for a 1400. On the super cheap end, but still as good the Arctic Alpine 12CO. Up from there a Cooler Master T2. Up from there and about as big as you'll ever need for that 1400 under a overclock the Coolermaster Hyper 212 or Deep Gammaxx 400, whiever ever is cheaper.


There is also always the option of looking on eBay and buy a used AMD Wraith Spire or Max cooler. You can get even the RGB one the PRISM quiet cheap
