How I want money to be spent:
gpu>cpu>motherboard>ram>psu>cabinet

Please adjust monitor in between and if possible then please keep skylake as priority be it xeon or i series !

Isn't skylake future proof bcz of ddr4 and 14nm architc. plus xeon also comes in skylake v5 ?

the skylake Xeons aren't cost effective yet due to the lack of good motherboards yet. AS Rock and Gigabyte have some coming out, but we have no information on pricing or when they'll actually be out yet.

"Futureproof" is a horrible illusion in computers. everything goes obsolete at the same rate.

the way to think about the haswell Xeons vs Skylake I5s is the Xeons perform only about 5-10% slower ...which translates to maybe 1-2 fps difference for the same card

Hyperthreading will definitely make rendering faster, but how much of it are you doing? You can still edit and render on an i5, it's just a little slower. Ideally, an i7 would be a better choice, but it's not in the budget along with a GTX 970 unless you go with a Xeon and cheaper motherboard. It's all about compromise unless you have an unlimited budget. Personally, I would rather have the better features on Z170 board and onboard graphics. Even though you won't probably need them, it's nice to have when you do. Don't let the base clock of the i5 6400 fool you, the TurboBoost clock goes up to 3.2 whenever you doing something that requires more processor power.

that depends on what you're running. some games now still run in only 2 threads, but many, starting back with Battlefield 4
will take asd many threads as you can throw at them. GTA 5 will take 4 (plus 1-2 for windows), Battlefield 3/4 will use all 8, Fallout 4 will use up to 8, and its only going to be more normal - especially since both the XBox One and Playstation 4 use 8 AMD Jaguar X86 cores.
