Best build? You decide!

Hello Wish of these two build are best. I only gonna use it for the Web and streaming with avermedia live gamer hd.

The second build as you can OC that CPU and EVGA is one of the best when it comes to GPU's. Also the CPU is a quad core not a dual core so it should perform better out the box. For you OS that you will need with the second build get on amazon and get 7 home OEM you wont be able to use the key on another PC but it could be up to 80% cheaper. Though you may want a slightly larger PSU or one with a better rating if you are over clocking.

The second build did not have an operating system in the bundle you chose. After looking at the website I now understand how it works, I thought you were buying the parts from a supplier not using a comparison website. I am guessing this was an over site on your part.

OEM software is also called system builder software. I dose not come with a warranty or packaging only the part or CD/DVD and a software key. Now that may sound like a bad thing but like I said it can be up to 80% cheaper over retail boxed software.
