Question Best buy silent low-watt PSU?

I did one of those online "how many watts do you need" tests and it came out as 190W. I'm looking to buy a silent PSU, so what would be the a) best buy option (most silence for money), b) cheapest silent PSU.

My configuration is:

Athlon II X2 250 3 Ghz
8 GB DDR3
GeForce GT 710
Western Digital 640 GB
Samsung SyncMaster 2043 20"

I have an MSI ATX motherboard, but IDK which one, and my computer is on about 14hrs a day, I don't game or do anything more demanding than watching HD videos.

That is one of those things you should not be doing online, unless your machine is expendable.
