[SOLVED] Best card for £140? ($174.76)

Hello, my friend recently wants to buy a GPU for his computer and he asked me for help, and his budget is £140 which is $174. He wants a RX570 but I let him know the RX580 is better and can be found for a similar price, however I don't know any other alternatives. He has these specs:
-i5 4330
-12GB RAM

This is the most I could get out of him anyways, but he said that he will get a new PSU from the person upgrading the computer (nothing to do with me, I tried stopping him to upgrading it himself). What is the best Graphics Card he can get for 1080p 60hz for the budget? Thanks in advance!
 
Solution
A new rx570 will go for £130, a new rx580 starts at £158. The gtx1650 super is also £158, but is faster and lower power then a rx570/580.
Considering how power hungry the rx570/580 is, it would be best to have a decent psu.

Yeah he said he will get a new Power Supply therefore I guess the RX580 is the better choice, Thanks!

i recently bought a gpu in this price range and chose the 1650 super over the 580. really the only reason to pick the 580 is the extra VRAM over what comes on a 1650 super. performance is too close to call either a winner though.

but overall, i still think i made the right choice and am not second guessing the purchase at all.

What power supply is in the system now? Need full system specs including the motherboard model, is this some business OEM system?

Paying someone to do the upgrade will end up costing as much as a new power supply would and it may not even be needed depending on the existing one.
