Alright, I pretty much found out that the card performs way better in 4k resolution than on my 1080p Samsung 65Hz.I am not saying it is bad but long term I dont plan to buy a 4k tv until the ridiculous prices drop massively..It does bring automatic 60 fps but I am looking to replace it in February 2016 where i saved up enough money.
However The card I bought it from told me that I can replace the card for free if it is less or the same price range that I bought it (MSI Twin Forzer 290x 4 gb Gaming edition)
My Specs currently :
CPU : I7 4770 3.4 Ghz
GPU : MSI R9 290X 4GB
RAM : 16GB
STORAGE : 2TB Seagate ST2000DM001 HDD / 500 GB SAMSUNG EVO SSD
MOTHERBOARD : GIGABYTE H87-HD3
PSU : Aerocool Strike X 800 watts
TV : Samsung S27D590 1080p 65hz ( I bumped it up from 60hz using a program)
I am no smartass but all I meant to say is what is in terms of future proof, cool, quiet, and nearly no noise is the best GPU (AMD or Nvidia) to maximize the 1080p experience.
The price I bought the card was 381$ so technically I have 400 dollars to spent on a nice card thats the best for 1080p

You can look at the individual game scores as well.

*The best card for you may be the R9-390X. I tend to prefer NVidia, however AMD has started putting time into their driver support.

First here's another summary benchmark:

You can find an 8GB model for about $400USD which can help right now with a few games like GTA 5 which can use more than 4GB (arguably only 3.5GB on the GTX970 can be properly utilized).

I see! To give more details, I plan to replace it and use a card like 970 for 2-3 years then I can buy 4k at a reasonable price.
So lets say I bought a 970 from Gigabyte or MSI will it fit well with my specs? Sorry for being a dummy just curious

Summary:
Pros and cons to both cards. The R9-390X uses a lot of power (thus can dump a lot of heat into the room) but has more VRAM which may benefit in upcoming games (8GB model). Possible advantage with asynchronous compute in some DX12 titles.

I would personally still get the GTX970. It may overclock better to bring closer performance (see graph) to the R9-390X, has PhysX, NVidia support is better (AMD has money issues), and it uses a lot less power.

Update:
As to NOISE, the GTX970 (most models) can disable the fans completely in idle/light gaming. If you are careful with the CPU and case fan profiles then the system can be silent or nearly so.

Solution

you should be saving money and leave your system as is

if you intend to game at 4k you are going to need two 980 ti's or equivalent if you like high settings

it is pointless sidegrading now

OK, than a 970 is still your best option since you specified heat + power. The 970 will probably handle just about everything at 1080p + Ultra settings for the next year or two. If you are planning for a GPU upgrade and 4K in a year or two than the 970 will be better because it uses less power and is quieter, and performs slightly better at 1080p. If you were looking for a longer term card the 390X is better but that isn't your case.

Indeed, thanks for you time.

Thanks for speaking your opinion, I see where you are coming from. But I will buy it eitherway,,will consider looking at your opinion if I am not feeling it.

Thanks a lot for the help, man. I will look at the links closely and see what's the best for my bucks.
