Best case fan for under $20

Hey guys, as you can see in the title, I want some new case fans. I really wish I could get something under 25dba and a good CFM but since I have no experience with fans, I was wondering if you could help me out. I want some quiet and good quality fans but I don't want to make the mistake of getting the wrong kind.

Look at the Cougar range on Newegg. I think they're some of the best fans out there.

If you buy it make sure you don't put your fingers on the fans while it's running , it could cut your fingers
At full load it sounds like a vaccum
But if you want it to be under 25dBa

Corsair AF120 Quiet edition fans are pretty good and decently quiet. They are $18 http://www.newegg.com/Product/Product.aspx?Item=N82E16835181020&cm_re=corsair_af120-_-35-181-020-_-Product

The best fan would be the Noctua NF-S12A. It is extremely quiet and moves a lot of air. They also have a 7 or 6 ( I forget which) year warranty. They are $22
