Best Cheap CPU for building mini home server?

What are my option on this?

I see so many cheap server cpus floating on ebay and aliexpress and im kinda interested in bulding a cheap home server for running small apps and hosting some things that im working on (not to stress my PC and to share the access with my partner)..

Any suggestion is appriciated! Also, please suggest me a cheap MOBO and RAM that i can combine with the suggested CPU!

The Intel Core Xeon X3470s sell for about $50 on Ali Express and are quad core (8 threads) and are comparable to an old i7 870. They use LGA1156 socket, and are compatible with the H55 and P55 chipsets. Supported memory is DDR3-1066, DDR3-1333.

Xeon X3470 should be good for the kind of workload you described. However it does not have integrated graphics. So keep in mind to throw in some cheap, fanless graphics card like GT 1030.
Personally I would choose a cpu with integrated graphics over ECC to make this server run cooler and quieter (assuming you want to run it 24/7 or something close to that). Unfortunatley I can't find any cpu with integrated graphics that isn't double the price of X3470.

Its a Xeon E3-1245 and according to this benchmark:

is much better than X3470.

Before picking parts I'd like to know exactly what this computer is going to be used for in more detail. Is it for the most part a file server? Any computer could do that for you as well as a simple network attached storage drive. Is this for hosting a website or a game server? Depending on what the computer will be used for, it completely changes the necessary parts needed . For example a simple file server a graphics card and multi-threaded processor would be completely unnecessary.
