Best cheap thermal paste

Hello I have a desktop computer with Intel dq45cb motherboard and ccore 2 quad q9400 and 8gb ram I want to know what the best cheap thermal paste I can use also the icu and much is 70c at idle what can I do about that?

I just recommend Noctua NT H1 paste (approx $6), regardless of budget. Its good & it works. A handy syringe.
Id check to see if the heatsink is mounted correctly and fan is operating ok. 70c on idle is not good.
