Best computer build for 4k use ($450 budget)

So my friend wants a build that he will be using for lightroom and photoshop. This will be paired with a Dell P2715Q.

My thoughts were:

as others are saying already it is too tight for 4k!!
but if he absolutely wants to do that,
the intel/nvidia path is not very budget friendly,
i would suggest amd's apu's since u will need more cores, which u didnt choose,
u will need more video memory 1 gb is so low for 4k!!
so i wud say get something like kaveri apu and more ram, 16 gigs atleast for 4k photoshop,
it also has 4 cores which wud also help

with some fast ram and u wont need to worry about...


For 4k, you'll need "A LOT" more than that to run it safely.

 
Can anyone rebuild one with something that will work smoothly? Keep the budget to a minimum. He is a photographer and will only be using it for editing pictures in adobe photoshop and lightroom.
