What is the best and Smallest Computer case(s) for my Gigabyte X99-UD3 with i7 5960X processor?

I will add either nvedia 980GTX or AMD r9 260

Not many "small" full ATX cases, which is what you need with that motherboard.

Corsair 450D?

To go much smaller you would need to change you motherboard for a mATX or ITX one.
