Hello, can someone recommend to me a cooler that is a maximum of 60 dollars/euro for an AMD Ryzen 5 3600 that can cool it off at something like 50 constant degrees? I don't want to overclock, just to be sure that it is stable, I already have 40-80 but sometimes I got some spikes that are 80+.

Solution
What is the make/model of your case?
Or at least what the max height available for a cooler is.
Off the top of my head, I might think the Noctua NH-U12s redux which sells for $50 or so in the us.

Provide a link to the store from which you might buy the cooler so we can look over their stock.

Or list every cooler available to you at your location that is within your budget.
Something like
Cooler Master MasterLiquid ML240L V2;
CPU ID-Cooling Frostflow 240;
CPU Scythe FUMA 2;

maybe even
ID-COOLING SE-225-XT
I don't really know things about coolers

There are a lot of good choices in that price space. As @geofelt has pointed out, it will be important to consider your case height as well as RAM spacing from the socket. Noctua (for one) has a very informative website with information on fitment and proper cooling. In spite of price, they make super good stuff that is quiet.

A cooler such as the EVO212 is an excellent cooler at a very moderate price, but they tend to be loud. The Scythe is well reviewed. IDK if the "Snowman" is a valid choice any longer, but were well respected as a value pick.
