Best Cooler for AMD 8320?

Hello there

My brother's AMD 8320 stock cooler making too much noise during gaming. 4000+ RPM.
I have "Cooler Master Hyper TX3 EVO Cooler" in mind. But it is little costly 2000 INR ~ 40 USD.
We don't want to do overclocking so can anyone suggest any other cheap but "noise-less" cooler?
