I have a hp 580-023w with a i5 7400 in it right now. I need a new cooler for it that would it inside the mini tower. I will be upgrading to a i7 7700 later on and need a cooler for that cpu as well. Need one that will work with both cpus and fit inside the 580-023w case, so i wont have to buy another.

Those cases are pretty narrow at 165mm. Once you figure all the height lost from case material, motherboard spacers, &c. You probably have less than 150mm to play with. They don't offer all the headroom a gaming case does.

I'd play it safe with something like the Noctua NH-L9x65. You can also get an Noctua NH-L9i if you want something a little cheaper. Either is better than a stock Intel cooler.

Since you'll have the cooler already. When you upgrade why not get the i7-7700K. True you can't OC but it has a higher clock rate.

I have the only 35 dollars in allowance, would the CRYORIG - C7 40.5 CFM CPU Cooler
fit?

The Cryorig C7 is a great option. But I had a hp before it was a omen and I was going to upgrade my cpu to the i5-7400. I looked to see if it was compatible on the website and it was saying that it would be so I bought that cpu without looking at my motherboard to make sure, on the site it said my motherboard was a 1151 socket and it would work, turns out it was a a 1150 motherboard with a i3-7100 and if you were to look to see what socket that cpu would fit into it would say 1151. I had to get me a new mobo to use that cpu but in the end it was the best idea for me cause I enjoy knowing if I get a big graphics card it will fit.

Just saying make sure to open the pc and read what the mobo info is and search it on newegg and see if the mobo has a 1151 socket. Don't go off what the website or the type of socket your cpu should have.
I know the i5-7400 is a cpu for a 1151 socket but you never know.
