Depends on your budget really. The absolute best you can get without going into custom water cooling is either an EK Predator AIO or a Swiftech H220-X. Other than that you have high end air coolers like the Coolermaster MasterAir Maker 8 (which is the best air cooler available by a mile) or Cryorig R1 Ultimate (I guess there's the Noctua NH-D15 but, well, poop fans man), then there's the mid-range air coolers like the Cryorig H7, and finally the basic air coolers like the Hyper 212 or Cryorig M9i.

Not really. Leaks are pretty much about as rare as a lightning strike killing your rig as long as you use common sense when handling them. Plus a lot of the fluids used are non-conductive on account of distilled water being the base and the coolant itself not being conductive. Granted, the extremely rare leaks do damage components, but that's because when they do happen it's usually at least 6 months after installation, at which point the fluid has picked up enough metal particles to be conductive.

tl;dr Don't try using the AIO as a slingshot and you'll be totally fine. If you want to be safer you can also go for one of the CLC ones (EK Predator and Swiftech H220-X are expandable) which aren't meant to be taken apart and thus have much sturdier tube attachment.

I use the lepa aquachargers (they are silverstone tundras underneath) they handled my fx-8320 @ 4.4ghz 125w tdp vs just 88w tdp for the i7-4790K and they are on sale for $39 bucks free ship @ newegg, don't sleep on it though, they won't last..

If you already have an evo 212 you should be able to overclock decently, any good air cooler should be enough. Obviously you can overclock even better with a radiator but they are not ten times better or anything. More like they are about as good as a really good heat sink and fan combo, but slightly more risky since the pump can fail.

I generally put a pea sized glob on and that's it. You can also spread it very thinly before inserting but you don't want any to run out through the sides so I don't bother with that.

Never had any problems. I don't get the super expensive stuff either but not the super cheap stuff. I try to spend only 10 bucks or so. It seems to matter slightly what kind you use but not a whole ton to be honest.

Also make sure you tighten enough to spread it around and secure it, but not TOO tight or you could make it fail to boot or even harm the cpu.

It can be kind of nervewracking at first to figure this stuff out but once you do it enough then you will just kinda know how much to use and how tight to go.

My temps keep fluctuating for some reason. I think I'm putting too much thermal paste on.
