best cooling systems

hello
can here any body tell that which is better cooling system is it fan or a heat sink.
(for graphics card)

heatsinks have fans on them, i think you mean AIO water coolers vs air heatsinks

Water cooling is better, but also more expensive so it just depends on your budget, what cpu your are cooling, and if your case support water coolers

both are same cards but on of them is having fan and another is having some type of heatsink
I want to know weather which card will remain cool for using long 3-4hrs

ohh on graphics cards, the one with a fan on it will cool more, its a heatsink with a fan on top of it, the other one is just a heatsink with no fan
