Question Best copying replacement. Is Ultracopier (or something else) the solution to windows not keeping date-time ?

...and file resume et al.

So I started looking for an alternative to windows vanilla copy. although speed is important is is not the most important thing. My ideal alternative would.
  1. Maintain Date/time and permissions
  2. Only copy if file not already there and is the same, using file name/position in a relative path, date, and time.
  3. Allow resume if connection lost (maintaining date/time/size can be used for this like in freefilesync).
  4. Allow me to specify the number of files transferred concurrently to each device system-wide.
  5. Allow verify the checksum.
  6. Be actively developed (i.e. have a good/active comunity)
  7. Be open-source (don't mind paying but dont want hidden source code).
So is Ultracopy my answer, or is there something else that ticks all the boxes?
