best cpu cooler around £30 plz help give opnion , i got everything else

i will not do OC now might do it latter in 1-2 years

is evo 212 still the best
on pcpart picker i saw some air cooler around £ 30 cant decide on it

and plz tellme a good thermal compound , i heard that mx4 and artict coolig 5 is one of teh best ,
plz remeber that i never installed a cooler before so keep in mind for paste (does the whole cpu need to be covered , i mean if u use pea method u dont cover corners)
