well the best cpu cooler would have to be some kind of custom liquid nitrogen setup.

now for the best on the budget... what is your budget... 200 dollars is a nice water setup that will cool great. 50 is a decent air solution

i should have mentioned that am not to keen on puting water near my hardware (no liquid cooling)
