Best CPU Cooler for around or under $100.00? (Advice for other parts also needed)

Pretty self-explanatory based on the name of the thread, but I'm looking forward to ordering parts for a new gaming computer by the end of the month, and one thing I'm really having trouble finding is decent CPU Cooling. Background information:

For my CPU, I'm planning on ordering an Intel Core i7-4790K Quad-Core processor, which I'll be overclocking, but I'll always need the temperatures on the lower side: I need this PC to continue to run at mint condition for a while!
I'll be using an ASUS HERO VII motherboard, 16GB of DDR3-1866Mhz RAM and a standalone GTX 980 Graphics Card, so this PC will be on the higher end!

Any advice helps, and since I haven't bought my computer yet, please feel free to critique any of my parts! Thank you for taking the time to read this, and I hope this post and the responses help others out in the future! :)

CPU Cooler: Noctua NH-D14 65.0 CFM CPU Cooler ($74.69 @ OutletPC)
CPU Cooler: Phanteks PH-TC14PE 78.1 CFM CPU Cooler ($59.99 @ Newegg)
CPU Cooler: Corsair H100i 77.0 CFM Liquid CPU Cooler ($89.98 @ OutletPC)
CPU Cooler: CRYORIG R1 Ultimate 76.0 CFM CPU Cooler ($79.99 @ Newegg)


I wouldn't use the Evga 650 NEX, its a mediocre psu. This is a much higher quality psu for @ same price.
