Here are my choices:

Corsair H60
If you have any good air coolers than can handle the 4690K at 4Ghz, the please let me know. Anything but a Hyper 212 evo is fine.

Recipy for a good CPU cooler:
what is your budget?
get the cooler with the best TDP for your budget.

Noise will vary only slightly from cooler to cooler because these are all AIO units. Look at reviews and the like, but basically get the one with the biggest radiator surface area, that will give you the best cooling performance. If reviews for that model are good and the price is resonable, get it, otherwise move on along your list.
I would personally just get a good aircooler (if you want looks, get a be quiet! dark rock pro 3,

they look absolutly beautiful and are good coolers as well, very quiet . You'll maybe find it on offer, but it is around the price of the AIOs you listed anyway), because you aren't going to be stressing this cooler at all, not at 4Ghz. Even if you wanted 4.5, the field is still even between AIOs and aircooler, as far as performance goes.

Got the 4690K running at 4.7 ghz with an H75i (push/pull config) stable and cool with no extra intake or exhaust fans in a midtower. Not a fan of air cooling, but totally up to you. Have had nothing but great experiences with Corsair's H series.
