Hello, I was wondering if anyone could recommend a CPU cooler that is -$200 for my I7-4790. I am currently planning on a new computer build. I am not planning on overclocking, and I am not looking for a water cooler. Here are the specs.

If your not overclocking I would go with the in this order. The more you go down the list the better the unit. That being said the 212 evo is about 5*c warmer then the d14, with you not OC'ing you will have no problems with it.

cooler master hyper 212 evo
Phanteks PH-TC14PE
noctua d14
noctua d15
XSPC raystorm custom water loop <- might be slightly out of budget, depends on what model you get.

Air or Water? If air, I recommend Noctua. The NH-D14 and NH-D15 are great air coolers, beating many closed loop water coolers. But they're huge coolers, so need to check if they fit in your case.

They seem good, but i highly doubt they fit in my case. I'll consider it and choosing a different case, but I think a smaller one might be better anyway.

I'm interested in the cooler master hyper 212 evo, how does it perform, also how much of a difference does a higher quality cpu cooler make?

It's a very good cooler as faalin said, they're smaller than the Noctuas, but still a big cooler, so you should check the dimensions of your case anyways. Again, as faalin said, the difference is not absurd if you're not overclocking, but as far as you increase the voltage of your processor to overclock it, then the difference becomes noticeable.
