Best CPU cooler

I'm looking for an amazing CPU cooler that can handle quite a bit of overclocking and heat. Preferably a closed loop liquid cooler. I've been thinking of the Corsair H100i but I'm still not sure. At the moment I'm not concerned about price! (Since Black Friday deals and sales.)

The one You build Yourself, I reckon. I'm not a watercooler pro, or even noob, I know only basics, but people who build water-cooled systems might be able to help You. Though, I can tell You that for good water cooler for Your cpu, You're gonna need cpu block, expansion tank, pump, radiator [I suggest at least 2 positions for fans, it's up to You whether 90-140 mm], best would be 3-4, it's "badass", tubes, fittings for cpu block, from pump, etc.

What do you mean alo (I know it means 'All In One' but,) like both quiet and effective cooling?
I would like ridiculously good cooling but I don't want a jet engine in my build either.
 
QuestionableUsername - guys on XtremeSystems built me a few thingies over the years, they use custom components, so You purchase radiator by itself, cpu block by itself, tubes, fittings, pump, isolation, etc. and build it Yourself. That way You can build 3-4 fan radiatored CPU cooler, with some ultra effeciency, while using custom bloks from EK for example.

And aio is a complete system with everything built in, and most of the time integrated pump either into radiator, or right on the top of the cpu water block.
