This is aboutt $50 over but the Ryzen conpression looks better as its not limited to Intels integrated predefined settings. It has 2 extra cores to allow for both gaming and compression.

It is over budget, but you have to realize that streaming takes a lot of processing to encode and keep everything smooth. Right now, Ryzen is pretty good for that. This is the cheapest parts for Canada at the moment.

would it be worth it to get the Ryzen 1600x instead of the 1600?

are ryzen's overclockable?
 


You could get the 1600 and be fine. You can still overclock if you wanted to.
 

The 1600 come with the wraith cooler able to overclock to 3.7~3.8Ghz which puts it ahead of a stock 1600x. The B350 motherboard allows all the Ryzen CPU's to overclock so sure it overclocks.
