You don't buy a CPU in isolation.
You build a whole system around a usage and budget.

And $600 for the CPU is well into 'crazy land'.

For gaming, intel 9th gen K suffix processors have a slight edge for gaming, but, ryzen 3000 is now close to intel, to the point that you can pick either for gaming

You may be referring to the Ryzen 9 3950X (which will be stupidly expensive and, in theory, massively overpowered for your use).

Stick with an ATX mid-tower ...; going smaller adds hundreds of dollars to a build normally, complicates cooling , PSU /mainboard options (adding money to all), all to save ~5" in case height and 6" in length. (Is 17" tall and 18" long , dimensions of a 'normal Corsair 100R btw, really too big?)

Here is the build I just did. I game and play around with photoshop and paint.net. And if I'm playing a slower paced game sometimes I'll watch something too. I had the same budget as you. However, mine did not include the HDD (not sure how much space you need) and I have 32GB of RAM. Also regarding the 5700XT, I don't have mine yet because I am waiting for the aibs to release their cards in a few weeks.

FWIW I am very happy with my part choices.

The 9900K is still the best for Photoshop and beats out the 3700x in gaming, although AMD is really darn close with intel now in gaming. But give this a watch as they explain AMD vs Intel

AMD starts to take the lead when streaming and gaming at the same time because of the extra cores. But if your primary goal is Photoshop then gaming i would stick with intel.
